I TRANSMIT to you herewith, with reference to Mr. Acting Consul Rose's

Foreign Office, July 8, 1911. despatch No. 1, Confidential, of the 25th February last respecting the Burmah-China frontier, a copy of a letter from the India Office on the subject.*

I concur generally in the suggestions put forward in enclosure 3 of Mr. Rose's report for the disposal of matrimonial and civil suits which come to the notice of the frontier courts, and the observations of the Government of Burmah on this proposal contained in paragraph 6 of the local Government's letter. objection, endeavour to obtain the assent of the Chinese Government to the appoint- You should, if you see no ment of arbitrators to deal with such cases on the frontier.

I have at the same time to draw your attention to paragraph 3 of the India Office letter, stating that the Secretary of State for India fully agrees with the commenda- tion expressed by the Governments of India and Burmah of the services rendered by Mr. Rose during his tenure of the Tengyueh Consulate. I have much pleasure in associating myself with Lord Crewe in his appreciation of the excellent work performed by Mr. Rose, who has carried out the arduous and difficult duties assigned to him to my satisfaction.
